AXON, the Dubai-based financial infrastructure company building what it calls an orchestration layer for banks, fintechs and businesses, has registered its Canadian entity, AXON Technology Inc., with the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) as a Money Services Business, the company announced on 8 September 2026. The registration places AXON’s Canadian operations inside Canada’s federal anti-money laundering and anti-terrorist financing framework, covering compliance, identification, monitoring, reporting and record-keeping obligations.
A compliance foundation, not a licence
FINTRAC‘s public registry lists foreign exchange, money transferring, virtual currency and payment service provider activities as the categories AXON’s Canadian entity can operate under.
AXON’s own announcement is explicit that this is a compliance step rather than a product approval: registration with FINTRAC ‘does not constitute licensing, certification, or endorsement,’ and does not mean FINTRAC has approved any specific AXON product or service.

“Banks don’t need to become crypto companies to access the benefits of digital assets or new financial rails. They need infrastructure that lets them connect to these systems compliantly, while preserving the controls, relationships and operating models they already rely on. Our Canadian Money Services Business registration strengthens the regulatory foundation needed to connect traditional and digital finance across markets.”
Three markets in parallel
AXON was founded in 2021 by Alzubi and Mohammad Youssef Madreb. Its core products, AXON Transfer and AXON Pay, are built around cutting cross-border payment and settlement times from several days to about an hour. In June 2026, the company announced what it called the first digital-fiat currency orchestration ecosystem in the MENA region, alongside roughly $1 million in funding backed by Maarej Real Estate to support expansion into Saudi Arabia, regulatory approvals and product development.

The Canadian registration extends that same regulatory-first approach to a new geography, announced alongside a European partnership: AXON has signed Pulsar Money, a multi-currency stablecoin neobank built on Circle’s Arc blockchain, as its first Neobank Design Partner and designated banking partner covering the UAE and European markets. AXON says it is currently completing a $5 million Seed round to fund its next phase of growth.
That puts a three-year-old, still Seed-stage company opening regulatory and partnership fronts in Canada, Europe and Saudi Arabia within months of each other.
AXON hasn’t disclosed a timeline for the Seed round’s close, what Pulsar Money’s design-partner role concretely involves day to day, or which additional jurisdictions it plans to register in next. Whether Canada becomes an active operating market or stays a registered-but-dormant entity is the more concrete thing to track once the round closes.
